I was thinking about the mental health initiatives and was wondering if there could be a component on helping parents/guardians become aware, and working them into the plan. Maybe it is just parent nights that focus on these issues and what parents can do to help. Not focusing on specific parents.
I am involved with the Stephens Lewis Foundation-Grandparent to Grandparent Yukon. The grandparents in Africa that are raising grandchildren need a lot of hands-on support, but also mind-on support to talk through how to work with their grandchildren.

Maybe this is already being addressed, or not part of the mandate.
